1: Implement the "Revitalize Packaging Machinery Equipment Manufacturing Industry" strategy.
a. From the perspective of market demand, with the increasing prosperity of the world commodity economy, the world packaging market is huge. After my country's "entry into the WTO", it is predicted that GDP in 2010 will double that of 2000, reaching 2000 billion US dollars, and the corresponding packaging market size will reach at least 500 billion to 600 billion yuan, thus creating a huge market demand for packaging machinery. According to experts' predictions, the annual growth rate of global packaging machinery demand is about 5.3%, reaching 29 billion US dollars in 2005 and close to 40 billion US dollars in 2010, of which China and India will occupy the largest share. Therefore, the demand for packaging machinery market is huge both domestically and internationally.
b. If my country wants to become a "manufacturing power", it will take several generations and hundreds of millions of people's hard work. At present, according to industrial added value, my country's manufacturing industry ranked fourth in the world after the United States, Japan and Germany in 2008. Now it has proposed to strive for the goal of "manufacturing power". The key to leap from a manufacturing power to a manufacturing power is to improve the core equipment manufacturing capabilities of manufacturing capabilities. The manufacturing industry is mainly composed of three parts: light textile manufacturing, resource processing industry and mechanical and electronic manufacturing industry. The latter is the equipment manufacturing industry. It can usually be measured by the proportion of mechanical and electronic manufacturing industry in the manufacturing industry. Taking 2006 as an example, the United States is 41.9%, Japan is 43.63%, Germany is 46.4%, France is 39.63%, the United Kingdom is 37.33%, and South Korea is 45.3%. According to statistics in 2008, the mechanical and electronic manufacturing industry accounted for only 34.16%, the light textile manufacturing industry accounted for 30.58%, and the resource processing industry accounted for 33.93%. The entire manufacturing industry is in a light state. The packaging machinery industry accounts for a certain proportion in the mechanical and electronic manufacturing industry. Taking the United States as an example, in addition to heavy equipment such as power generation equipment, metallurgical and petrochemical equipment, and automobile production equipment, packaging machinery accounts for 1.2% of the entire equipment manufacturing industry. Therefore, vigorously developing the packaging machinery industry and increasing the proportion of equipment manufacturing in the manufacturing industry are necessary for my country to achieve the goal of "manufacturing power".
c. From the perspective of the development of the packaging industry, my country's packaging industry has achieved leapfrog development in the past 20 years, and has been increasing at an average annual rate of more than 18%. In 2008, the total output value reached 337.6 billion yuan, and it is gradually becoming a "packaging power". However, from the perspective of the industry, the product industry is developing rapidly, while the packaging basic industry including packaging machinery and packaging raw materials is developing relatively slowly, which has become the weakness of my country's packaging industry. In order to change the current situation of dependence on foreign countries, occupy the commanding heights of our own packaging industry, and enable the packaging industry to develop independently, we must also vigorously develop the packaging machinery industry.
Second: Intensive integration of packaging machinery enterprises, implementation of the "joint development" strategy.
Most of my country's packaging machinery enterprises are small and medium-sized enterprises, and their dispersion, small scale and low production concentration are their obvious weaknesses. According to statistics, there are more than 2,000 food packaging machinery manufacturing enterprises that are not stable, and there are only a dozen enterprises with output value and sales exceeding 100 million yuan, and there are only 50 enterprises with annual sales exceeding 30 million yuan. Their total sales are only 100 million yuan, and the production concentration is only 20.66%. The competition of packaging products and packaging machinery in the market depends on the three factors of cost, quality and delivery time, which generally depends on increasing investment and technological transformation to achieve. It is difficult for enterprises without a certain economic scale to do so. There is no way out for "small and complete". Only through intensive integration and taking the road of "joint development" can my country's packaging machinery industry grow and become competitive in the international and domestic markets. This is an important prerequisite for my country to develop the emerging industry of packaging machinery.
Three: The implementation of the "joint development" strategy should be combined with the internal system reform of enterprises, that is, the "external response and internal integration" strategy.

Under the market competition environment, it is difficult for state-owned enterprises to do well if they cannot clarify the property rights and separate the government and enterprises. The implementation of the "joint development" strategy must also be combined with the acceleration of the pace of "inviting in" and "going out". To develop high-tech and high-end packaging machinery, we must seize the opportunity of "entering the WTO", actively introduce, digest and absorb new technologies, select some regions with a foundation or domestic leading enterprises, and establish some large joint-stock groups with multinational packaging machinery groups to drive the development of the domestic packaging machinery industry. At the same time, we must continue to strengthen foreign exports, export different grades to different types of regions, and export packaging machinery needed by the local market, continuously expand market share, and strive to make packaging machinery an export-oriented foreign exchange earning product in my country. In implementing the "joint development" strategy, we must also pay attention to the implementation of specialized division of labor within the company or group. Domestic and foreign practices have shown that specialized division of labor is an important condition for adopting specialized technology, continuously improving and improving product quality, and continuously improving product technology content.
